Daniel, I would interpret 'New bands' as bands that have been approved for certain applications. If you look at pages 24 to 26 of the document, you will see that the new bands are for Railway Applications (Annex 4), Equipment for detecting movement and alert (Annex 6), and Radio Frequency Identification Applications (Annex 11). There is no implementation information for these new bands, so I would conclude that they are not harmonised, since bands can only be harmonised when they are implemented in all Member States. For details of harmonised bands refer to the ERO website, http://www.ero.dk, go to Deliverables, then R&TTE Directive on the drop-down menu. On that page you will find a list of all Class 1 (i.e. harmonised) bands and the details of each of the Sub-classes. Anything outwith the specifications defined for each sub-class is not harmonised and therefore becomes Class 2 and is subject to individual country approvals via the Notification process.
