Hi all,

If you remember, 

A while back, there was  a thread in which I was involved regarding the
application of EN 61000-3-2 (Harmonics) and EN 61000-3-3 (Flicker) to
equipment covered by EN 61326-1 (test and measurement equipment).  I have
kept all of the emails in a folder and have tallied the following
information: 

- 2 people who believe that, since EN 61000-3-2 and EN 61000-3-3 are Product
Family standards,   EN 61326-1 cannot treat them as Basic Standards and
"exempt" its Class A equipment from them.

- 1 person who believes that EN 61326-1 specifically intended to exempt its
class A equipment from the Harmonics and Flicker standards.

- 1 person who actually helped to write EN 61326-1 who states that the
authors of the standard did intend to exempt Class A equipment from
Harmonics and Flicker.  Thus,  (in his opinion) people complying to EN
61326-1 Class A emissions requirements are on solid footing if they ignore
Harmonics and Flicker.  (Same opinion as above, but with some more
credibility.)

- 1 person who claims that EN 61000-3-2 and EN 61000-3-3 were changed from
Basic Standards to Product Family standards by a stroke of the editor's pen
without any furthur voting by CENELEC, thus causing conflict  and confusion.
(This wasn't my opinion, but I'm believing it more and more every day.)

- 1 person who claims that, depending on the notified body, some may
interpret the EU's "Essential Requirements" to mandate Harmonics and Flicker
testing regardless of what other standards apply to a product.  

To me, this was very confusing.  So I went to CENELEC's website
(www.cenelec.be) and asked the question to them via an information request.
I received a reply about a day later referring me to the American National
Standards Institute (ANSI).

So, I dutifully took this question to ANSI (via email).  I have received no
reply since.

I guess that I have learned first hand how we are left to interpret an issue
that I believe could be very clearly defined.

In concluding, I cannot tell anyone to pick any of the above statements over
the others.  They all have their merits in my eyes.  I tried to short
circuit the interpretation and get some information from the source to no
avail.  

Does anybody else care to comment?
