Hello Moshe and everyone: Many of these issues are addressed in EN 60950, 2nd. edition, Amd. 4 and EN 41003. What you need to ask is: 1) What type of category does this telephone line fall into? 2) What countries will I be selling to?
ADSL would very likely be a TNV-3 line, and therefor you would need at least BASIC INSULATION rated at 150VDC. In Norway and Sweden, very likely, they would also require SUPPLEMENTARY INSULATION for a PRIMARY CIRCUIT at 250Vrms. This is to isolate the network from a bad ground. This is at least one of the reasons you must determine which market you are selling into. If you want all of Europe, this is the direction I would go. In short, consider an ADSL line to be just like an analog line in terms of safety, as ringing voltages are present. This is spelled out in clause 6 of EN 60950. Do not know about EMC requirements, at least not enough to help you. What I have given you on safety is a good start, I do not believe that there are additional requirements for safety.
