I have not heard of surge protection device (SPD) being a requirement for
circuit breakers, but I do know that SPDs are required to be after the main
over-current protective device of a facility as per NEC 2002, article 285
and UL 1449, regardless if the SPD contains integral fusing or

There is no such thing as a fuse that meets both standards.
The gate requirements are conflict between UL 198G and IEC 127. I don't know
for sure but I suspect the circuit breaker standards are similar.
The UL fuse must hold 110% of rated current for one hour
