The D510 has a jumper setting that will reset the BIOS to factory
default. I would try that.
It may have lost power to the SATA adaptor and is waiting forever for a
hard drive to
come alive.

I have a D510 board that has not been used for a while and now, when I
press the button to turn it on, PSU fan starts turining, green LED on
the board turns on, at least one LED on 7i43 turns on, but screen is
still black. I cannot determine, if there is any HDD activity,

Nevermind, problem solved.
I pulled out RAM stick, blew of dust and put in the other slot and it works now.

The D510 has a jumper setting
I recently had a motherboard that wouldn't boot because the BIOS battery
was low, about 1.1V. Resetting the BIOS with the jumper didn't help but
replacing the battery did. It wasn't one of these boards, but it might
have the same characteristic.
