This is no guarantee, Seb is correct, but I've had better luck in most 
depts with startech branded stuff.

The difficulty is finding a PCIe parallel port card that does the Enhanced 
Parallel Port protocol (EPP) correctly and reliability.

When I last looked into it, years ago, the situation was terrible: 
manufacturers would make parallel port cards with totally different chipsets 
and behaviors, sold under the same model name.  It was impossible to tell.

And that's the answer. You connect the Mesa board to the onboard NIC
and then either use a WiFi or Ethernet USB dongle for networking.

I used one for a while with an old Xeon server board, and have one on
my Core i5 test machine.

I don't think you will have any problems with any board that has a
built-in parallel port (back panel of mothrboard header) You can use
the board-finder here to locate candidates:

Parallel ports / headers are on the left at the bottom of the list.

In the debug output I see:

HAL: ERROR: duplicate variable 'pyvcp.spindle-speed'

But don't see that in any of the HAL files that you have supplied.

Do you have a .axisrc file? I see some vaguely unfamiliar output after
Axis loads too.
