Err, I meant a *USB* device, of course.  It should work in any country,
though I've only tested it in the United States.

The shuttlexpress driver interfaces a u.s. device to hal.  Not real-time, but 
that's ok.

[Emc-users] hal usb component?

Is there a hal to usb component?  We are making a a tool changer board that 
will take commands via usb.  Do I need to have a python or c module that will 
interface hal commands to it or can I issue tool change commands directly over 
usb from hal in some way?
