I take it you mean that the menu items say "Force not to sign" and
"Force not to encrypt" and the icons in the bottom right of the compose
window have a blue circled exclamation point around them (tooltips
"Message will not be signed" and "Message will not be encrypted")

Which confirmation dialog are you talking about?  I actually don't get
such a confirmation dialog, though  maybe i've turned it off somewhere.
 can you show the exact text of the dialog?

What are your PGP/MIME settings for this account?  If you're OK with
sharing config details privately, can you send me the output of:

 egrep -i 'pgp|enigmail' .thunderbird/*.default/prefs.js

(replace .thunderbird with .icedove if you're using debian's unbranded
version).

Does this happen with every contact whose keys you have?  (feel free to
experiment by sending me private mails as well, if you like)
