I am looking to attempt a (small) stable release on 26 November 2019 to
pull in a very small number of patches, specifically resolving a genlist
regression from 1.23.2. At that time, I will personally handle backporting
for any eligible patches which are not already backported.

I am not pleased with the quality of stable releases that I've been
producing; a stable release should, ideally, never include bugs which were
not present in previous releases, and this has not always been the case. I
can only blame myself for this, but detecting regressions in a codebase as
large as EFL is extremely difficult given the relative lack of testing.

As such, for future stable releases I plan to only consider patches merged
at least two weeks prior to the time of executing the release in order to
give more time for distributed testing. The exception to this will be for
the first stable release following a major release, which may include more
recent patches in order to resolve critical issues discovered immediately
following the release.
