Note that the path you stated there is for e17, not e16...
also worthy of note here is that e17 does not require a restart after
adding a theme, whereas e16 does.

If you are after the systray you can use ibar for icons and engage for
systray!
Load engage and right klick on it, click on Enable! Now all icons are
gone and you can move the systray module anyware! Enable ibar and you
have icons!

I installed e17 three days ago. It's very beautiful and cool.

By the way, I found a typo in e17/apps/e/po/ja.po and made the
patch to correct it. This patch went fine in my installation of e17.
