It seems Ubuntu nor Debian provide the proper pc files for Debian. The actual source code for bzip2 needs to be patched to generate these files. It seems distros like Arch to patch it for pkg-config support. I just now filed a bug report on Launchpad about this issue. https://bugs.launchpad.net/ub
