had the same issue some time ago on a second user account. I linked the hicolor
icons to the menu and iBar items but it is time consuming and doesn't solve all
missing icons.

preferred editor /etc/yum.repos.d/zhevron-enlightenment.repo
add lines below (is also on the link above)
[zhevron-enlightenment]
name=Copr repo for enlightenment
of hicolor. Still the hicolor
themefallback option (for apps that only have their icon in hicolor) is not
themeworking.

get a icon theme from gnome-look.org and install/extract on ~/.icons or
~/.local/share/icons/
and try again setting panellookapplication theme

without any luck.
