on my netbook I use Enlightenment 0.18.5 on top of a Fedora 20 LXDE install,
use a special Fedora repo to be on 'near top' with Enlightenment [Enlightenment
zhevron repo (Fedora 20),
http://copr.fedoraproject.org/coprs/zhevron/enlightenment/]
replaced the original NetworkManager from LXDE

econnman is a front end for connman which has the connmanctl
What do you get with 'which connmanctl' both as plain user and root?
both the same:
/usr/bin/which: no connmanctl in
(/usr/local/sbin:/usr/local/bin:/sbin:/bin:/usr/sbin:/usr/bin:/root/bin)

Every now and then I have a little keyboard pop up on my tray, it says it is

The thread subject and body aren't exactly helpful but i will make a
wild guess and say you enabled some IME support but didn't notice it
(or it was pre-enabled by your distro), something like scim or ibus.
Then again Alan might also be right and that could be an on-screen kb.
