You can report a bug against noip: https://bugzilla.redhat.com/enter_bug.cgi?product=Fedoraversion=rawhidecomponent=noip IMO noip should switch to systemd. I've written one and if noip Fedora maintainer won't maintain it in EPEL, I could offer a hand.
