Since the CentOS Devel repo was first created, it has been a part of the
EPEL8 buildroot.  It supplied some of the missing devel packages that were
not in any of the RHEL 8 public repos.  It was a good concept, and did help
some, but it didn't completely fix the problem.
EPEL eventually came up with another solution[1], and the CentOS Devel repo
has been used less and less with each RHEL release.

We had been wondering when to remove it, and now we have.
The fact that it is now empty helped with the decision.

If you find that you cannot build because you were relying on one of the
devel packages in that repo, please follow the steps in the EPEL
Documentation[1].
