Just a note on the %{dist} tag, it seems that it has now changed. Up until
now, the release of libvncserver was like this:

libvncserver-0.9.9-9.el7.1.src.rpm

Starting from RHEL 7.4, they changed the %{dist} tag to contain the minor
version where the package was introduced, so the SAME package, with the
SAME changelog is now:

libvncserver-0.9.9-9.el7_0.1.src.rpm

If I trigger the rebuild in Koji, we will get again the same version as the
first one.
Should I override the %{dist} tag with el7_0 in the spec file? Does not
seem very clean to me. I would rather leave the builds as they are.

EPEL doesn't have the resources to be able to maintain every branch
for various LTS releases of RHEL. This is the same as CentOS. This is
especially the case with el7 where there's more active rebasing of
libraries and various other bits of the distribution than previously.
I've known some EPEL consumers to snapshot a copy of a reposynced repo
at the time of a new el7 release to assist with the process of having
a working EPEL for each of LTS RHEL releases they consume.
