The source code has to be gone through to see what items are embedded and need to be removed, which items need to be added to Fedora elsewhere, and what the licenses for each of those versions is done. Then it needs to be seen if it even compiles/runs against Fedora. After that it needs to be done again against EPEL. The owner of the package is Tom Callaway who has been doing the lionshare of this work.
