So the softlinks in /pub/epel/ got updated on a new compose to new releases and that caused these packages to no longer 'work'. I had put them as hardlinks to the package previously so that you could get at least a working version but this caused people complaining about update problems with latest not being 'latest' until after a yum update. https://pagure.io/fedora-infrastructure/issue/9507 -- Stephen J Smoogen.
