Correct, Equinox EventAdmin uses a single thread for async event delivery.  See https://bugs.eclipse.org/bugs/show_bug.cgi?id=302729   That is pretty old bug.  Perhaps more is available in Java 8 to make this more simple to implement.  I have not put thought into this issue in a while though.  If
