GPS based timer (see the IPPM sites about this) or you can set up
a timing beacon on the network and have the system constantly update
their clocks from there...
In any case - there has been a lot of work on this sort of thing from
the universities and that might be your best place to start your
research - particularly CAIDA's CoralReef and OCxMon.
