Fire away, we probably can't help you with your uncle's car starting

Hello all,
I am Roland Wiench’s nephew and I live in Hood River, Oregon.  Roland was my
favorite Uncle and we worked on many projects together in my childhood.
Roland was an electrician at an the Montana Air National Gaurd and I got to
see a lot of industrial projects as a young kid. I was his helper on wiring
my parents home.  He also taught me rigging, welding and construction. He
was always kind about my mistakesIn 2006 he came out to visit and
insisted in tidying up my circuit breaker panels before the inspector came
to sign off. The inspector was at a loss for words at the neatness and
labeling of the wires. Said he thought he was looking at an airplane
component.   As an adult, I frequently called on him  regarding wiring
questions about size, voltage drop service entrance for my house, barn, also
a 3-phase to single phase conversion of a monarch 10ee lathe, building power
supplies for amplifiers, etc.  in March 2018 Roland had a slip and fall
causing an epidural hemorrhage in his brain resulting in a non-survivable
outcome.  I sorely miss my uncle despite some of his answers that started 
at the electron.

Roland willed his car to me and it is sitting in my yard. I have driven
it about a mile after I picked it up. It took me a good hour to start it as

research into how horses react to electric vehicles

Electric vehicles are sure to have a bright future, but what do horses think
of these whisper-quiet vehicles as they glide past?

The question is being addressed in research being carried out at Askham
Bryan College in York, England.

Princess Anne, the Princess Royal, was brought up to speed with the ongoing
research during a recent visit to the college to attend a road safety
awareness event organised by the British Horse Society and the college.

Princess Anne, who is vice-patron of the society, observed electric car
demonstrations held by Leeds-based Alfa Power, a company developing an
extensive network of electric vehicle charging points across Britain.

Alfa Power is looking into the impact these vehicles have on horse safety,
especially when approaching a horse and rider quietly from behind.

A key area of the society’s work is focused on road safety and protecting
the safety of equestrians whilst riding on the roads. Askham Bryan College
specialises in rural-based courses including equine studies from diploma
through to degree level.

Dr Tim Whitaker, acting chief executive and principal of Askham Bryan
College said: “We were delighted to welcome the princess to see our college
and this ground-breaking study into what is such an important part of road
safety for both riders and drivers.

“Our students and staff were thrilled to meet and talk to the Princess,
particularly given her tremendous experience and achievements as an
accomplished horsewoman.”

Princess Anne was also introduced to college students and lecturers who
demonstrated training being undertaken for the society’s Ride Safe Award.
The award is designed to equip riders with the skills and knowledge to
confidently ride out both on and off the road.

Other demonstrations included the society’s Basic Sensitivity Training,
delivered by accredited professional coaches, to train both horses and
riders on how they can use very basic methods to ensure their horses are
better prepared to ride on the roads and increase their safety.

The British Horse Society launched its Dead Slow campaign in March 2016
after collating road incident statistics on its horse accidents website.

Since 2010, 3758 road incidents have been reported to the society and 315
horses and 43 people have been killed as a result of an incident. Most of
these incidents occur due to cars passing by too closely or too quickly.

The Dead Slow campaign aims to better educate drivers on how to pass horses
on the road. The key behavioural change messages to drivers are:

If I see a horse on the road then I will …

  - Slow down to a maximum of 15mph;
  - Be patient – do not sound their horn or rev the engine;
  - Pass the horse wide and slow, (if safe to do so) at least a car’s width
if possible;
  - Drive slowly away.

Dive Brief:

California regulators will consider approving new commercial electric
vehicle charging rates for Pacific Gas & Electric, but concerns over
customer subsidization and utilization rates could mean a
substantially-reduced "subscription" fee the utility had proposed.

In November, PG proposed a subscription-based charging rate that it
compared to smartphone data plans as a way to eliminate demand charges that
have impinged development of profitable public charging stations.

But a California Public Utilities Commission (CPUC) proposed decision,
filed Monday, would block PG from collecting any non-marginal distribution
revenues from the rate, which regulators say would "substantially reduce"
the proposed subscription charge. 

Dive Insight:

Electric utilities are struggling to develop rates for EV charging stations,
which tend to have low utilization but draw significant power when they are
in use. In an effort to eliminate demand charges, which often keep stations
from profiting, PG proposed a novel fee structure.

CPUC Chief Administrative Law Judge Anne Simon said approving the new rate,
as modified by her proposed decision, was consistent with state laws
requiring widespread transportation electrification "and moderation of
demand charges faced by customers charging electric vehicles on existing
commercial electricity rates."

PG and the commission's Public Advocates Office filed a joint stipulation
that is the basis of the new rates, but Simon wrote "this decision makes
certain changes to the joint stipulation's terms."

Specifically, the order states PG "must not collect any non-marginal
distribution costs through the new rates. The effect of these changes is to
substantially reduce the amount of the subscription charge included in the
new rates."

According to the proposed order, the stipulation estimated removing revenue
that is non-marginal from the proposed commercial EV rate reduced the charge
from $21.17 per 10-kW block to $12.41/10 kW for those customers with peak
demands of 100 kW or less.

Similar reductions to the subscription charge would be seen for customers
with peak demands of more than 100 kW.

Simon's proposed decision concludes commercial electric vehicle charging
rates "do not employ cross-subsidies" as there is no commission-authorized
revenue requirement for the new commercial electric vehicle class to meet.
But "any collections from the new class beyond marginal cost will be
considered overcollections to be redistributed to other customer classes,"
the decision adds.

The proposed order also concludes reducing the subscription charge addresses
concerns that it would "burden those customers that build and operate
electric vehicle charging stations with low utilization rates."

PG officials said they could discuss the possible changes to the new rate
more in depth once a final decision is issued, but added they were "pleased"
the commission was helping the utility drive more rapid customer adoption.

"With the new rate, PG aims to make EV charging simpler and more
affordable for fleet vehicles and charging stations at apartment buildings,
workplaces and other public locations in Central and Northern California,"
the utility said in an email. "We are committed to working with the CPUC to
address the changes in the proposed decision and implement this rate as soon
as possible."

The proposed order also requires PG to file an application for a real-time
commercial EV rate within the next 12 months. The utility in testimony told
the commission that there “is not sufficient customer research, interest, or
technology to support the inclusion of dynamic (i.e., hourly) rates at this
time.”

The proposed decision would also eliminate an overage charge the utility
would have collected for charging stations that exceeded their peak demand
subscription.

The earliest the CPUC could vote on the proposed decision is at its Oct. 24
business meeting.

in a reasonable distance that I can buy without a dealer's licence.

I need the onboard charger for my 2013. The new part from Mercedes costs over 
$4k and the part is not listed in the database salvage yards use. To further 
complicate things, LKQ Salvage doesn't even have Smart in their database!
