The local utility pge.com touted a mix, but to really get clean electrons there were companies back then that you would pay to get cleaner electrons. At that time, I was recharging at home off a 200' long extension cord connected to my 14-50 oven outlet running out a window to the car port connected to one of my 3kW chargers. It cost about 20% more, but it was still cheap. So, for renter who is restricted/limited to not having a pv installation like home owners do, paying for cleaner electrons worked ok for me.
