Yup, bureaucrats have a habit of taking common sense ideas and turning them 
into overly complicated non-sense.

Take the International Plumbing Code grey-water requirements for example.  It 
requires a minimum 50 gallon "storage resevoir", but prohibts storing grey 
water for more than 72 hours.  It also states that kitchen sinks are "black 
water" and can't be used as grey-water.
Anyone interested in grey water has probably already implemented some form of 
water conservation.
My wife and I generate on average 10-15 gallons of qualified grey water per 
daywhen we are both at home.  However, since I'm on the road about 50% of 
the time, we actually generate less than 10 gallons a day on average.  Thi 
smakes it impossible to comply with the IPC requirements.
Fortunately, Arizona has it's own requirements for residential grey water, it's 
a one page flyer that is (generally)easy to comply with

At any rate, While I think the idea of solar panels over parking lots (and 
roads/highways) is a Great Idea, I'm not a fan of mandates.  I think they would 
have been better if they went with education, encouragement and perhaps 
incentives.  For example eliminating sales tax, property tax, and building 
permit fees on solar structures.

 not sure where you live but where I live most of those things aren't an issue. 
I would say at least half of the US parking lots have no trees, no buildings 
around and are one level. Walmart? In the south we drive around for 5 minutes 
looking for the shade spot. Hard to come by...

"The government built in exceptions to the law, however, so there will be 
some that get by without the effort. If a lot has 'technical, safety, 
architectural, heritage, and environmental constraints,' they may qualify 
for an exemption. The law also offers exemptions for lots covered at least 
halfway by trees, lots for which compliance 'cannot be met under 
economically acceptable conditions,' and dedicated truck parking lots."
