Install a hand crank pump that is geared to provide an ounce of gas
every 5 minutes of hard cranking and you have met the required
install, I doubt you will lose a gallon of gas a month through that

I hear what you are saying but I don't think it is that regressive. I
think of it more along the lines of getting rid of "Free Gasoline" as
the number of ICE vehicles increases. You have to make those gasoline
stations self supporting and maintainable.

PS - North Carolina already charges EV owners an extra $130 per year for the
privilege of helping clean up NC's air.
