   2007 a modified TGV POS train reached *574.8 km/h* (357.2 mph) under

It is a _streamliner_ motorcycle, two in-line wheels, with a fully 
enclosed driver. (Kind of looks like a rocket.)
The sidecar makes it a little strange looking. The sidecar wheel must 
not drive or steer and hangs off the side, making it an asymmetric 
vehicle. The platform is required to be a minimum sized to hold a 
kneeing rider, (only in theory.) We are required to carry 60 kg of 
ballast in the sidecar platform to simulate the rider's weight.


A sidecar is a mixed blessing. It makes the motorcycle much more stable 
in side winds, but it makes the frontal area greater, and requires much 
more HP to push at speed.
We can run the bike when there are side winds (generally the case) but 
we must drag the sidecar along which slows us down. Streamliner 
motorcycles (no sidecar) typically don't (can't) run when the side winds 
exceed 2 mph. 12 mph sidewinds are the limit for a legal record, and we 
can run up to that.

get something to fly at 270 mph than to ​get something to roll on the
ground at that speed with anything resembling stability.

It is because this is a "sidecar" motorcycle - a threewheeler.

Totally agree with the rest of your assessment.
