IIRC, that pretty well describes the motors used in the early Citicars. They were barely able to survive running a 1400 lb vehicle at 35mph on flat ground without overheating. Later Citicars and Comuta-cars used a 6hp rated GE motor weighing 65lb, and that motor still had trouble with hills. I should point out though that the C-cars had no multispeed transmission.
