A Behavioral Universe: Reconceiving matter and its properties as rules of 
behavior applied to various contexts

In order to describe the universe as a product of mind
one must reconceive of the universe not as a collection
of things controlled by forces, but as a set of symbols
(mental entities) controlled by rules of behavior. 

This could be achieved by replacing Leibniz's
"perceptions" and "appetites" with behavioral traits,
without otherwise disturbing Leibniz's metaphysics.
