Sorry... This isn't currently possible with Evolution. There is no
way to bring up the composer with a file already attached. I believe
this is planned behavior, but has not yet been implemented nor planned.

How do I force Evo to POP at startup? I've configured the mailcheck
applet for notification and launch, but I have to either manually
SEND/RECV or wait a for the poll.
Alternatively, are there any plans to "applet-ize" Evo with notification
features (including Alarms)?
In galeon, set the mailer command line to be:
evolution mailto:%t
