Has anyone considered building support for iCal into Evo? Would anyone
consider helping me do so (if there isn't already an effort I can join)?

I've been looking for the place in the code that evolution does the drop
down list of possible address in the To/From/Etc. The
composer/ChangeLog mentions a bit about a create_dropdown_entry but I
don't seem to be able to find it.
Can someone point me in the right direction?

soon and hopefully not long.
It really won't be much different than 1.2 (well, exactly the same
except using the gtk2 toolkit instead of gtk1.2) as far as I know.
