We have not completed the license change for all the files yet and hence
we had the COPYING file for all the three licenses.

The code was earlier in GPL.

We are in the process of changing every file in evolution to LGPL v2 /
LGPL V3

Jeff,

The COPYING (GPLv2) old license, COPYING.LGPLv2 COPYING.LGPLv3 are
present in the tarballs. Evolution still has some files left  not moved
to LGPLv2/LGPLv3. NEWs files might have been saying that some license
changes code went in. Sorry for the confusion.
