Don't forget the best way to stay consistent is to start by following  
the HIG's guidelines on right click menu ordering:
http://library.gnome.org/devel/hig-book/stable/menus- 
types.html.en#menu-type-popup

So, for example, the first item for a mail folder should be  
"Refresh", since double-clicking the folder refreshes it.

I think you can post the draft on the wiki and we can keep it modifying
and consume it as and when required.
