[Evolution] Calendar event mouse-over displays incorrect time format

Evolution 3.44.2 I use 24 hour time format throughout the application and this works well except for in one place. When I mouse-over a calendar event, the pop-up shows the time by the 12hr format.  See attached screenshot. Is this a code bug, or a problem in some of my system locale settings?
