[Evolution] presence of vertical scroll bars depends on color scheme

This applies to evolution 3.19.90 operating under Ubuntu 16.04 LTS.  Vertical scroll bars on mail (column with list of folders) and lists of messages in a folder only appear with certain themes, highcontrast, for example.  Is there a reason for this? Thank you,
