version 3.22.6 of Evolution and version 3.20 of Seahorse.
What file would i need to edit those settings in? simply pasting in the
terminal does not have any effect

The OP could use an external editor. Editors such as Gedit, Pluma etc.
wrap endless lines when composing at the end of the window, only for the
view.
Whenever I reply, or compose a new message, the default HTML text color
comes up as grey. If I click the color choose and then "default" it
selects the default color as black.
How can I make it so my default text color comes up as black without
requiring me to click the color chooser.

I highly doubt you will actuall want "Preformatted." That will cause
your mobile viewers to have to scroll left and right to view your
message and you would be solely responsible for line breaks. Plain
text mode has hard breaks at certain line lengths so will be optimized
for a minimum screen
