Eeks, you are right. I already made a change in evolution-data-server
(eds) 3.22.6 to disable all POP3 extensions by default for newly
created POP accounts, not thinking that the UIDL, or others, are
extensions too. I see that it was a bad idea, thus I'm going to release
eds 3.22.7 with that change reverted. The today released 3.24.0 is also
"affected", it'll wait for 3.24.1.

Thanks for the correction of my mistake.

Thinking back, I had the same issue in as much as after checking the
'disable pop3...' , I found that all the mails in my yahoo accounts
were downloaded again. I deleted the duplicates from within Evolution.
But even after the Yahoo accounts were then effectively up to date with
what I had in Evolution, the fetching of mail was extremely slow - so
the speed issue wasn't just caused by the volume of mail being
downloaded.
In my case, I always leave the mail on the POP server (it's never
deleted via Evolution), and then manually delete the mail from the
Yahoo accounts when I feel it's building up too much.

I didn't change any other config option within Evolution.

So in my case:
- I had an old version of Evolution (not sure now which version  it
was) that was not being updated as FC22 was EOL - so the socket issue
did not appear to be Evolution or 'client' based. It seemed to be
something caused by a change at the Yahoo end.
- Changing the Evolution config (in FC22) to check the 'diasble pop3
extensions'  - stopped the socket issue, but downloaded all the mail
again from those accounts - AND introduced a speed issue
- Upgrading to FC24 and then Evolution 3.20.5 had no impact on the
speed issue - it was still exceedingly slow getting mail for the Yahoo
accounts.
- Changing the Evolution config in 3.20.5 (FC24) to revert the 'disable
pop3 extensions' to unchecked, has now made the Yahoo accounts work as
they used to. The speed issue has disappeared AND the socket issue has
also disappeared.

It's all a bit odd - as given that Evolution was not being updated when
the socket issue first appeared for me, it seemed that the issue was at
the Yahoo end. But after upgrading to FC24 and a later version of
Evolution, the self same config settings  as appeared to cause the
socket error, all now work fine.

PS:

Now the slow account is fast again :).

Claws didn't suffer from this performance issue, OTOH Evolution is set
up to delete messages from the server after one day, while Claws keeps
the mails on the server.

Thanks for the heads up.

I enabled it for the slow account, too.

After doing so, Evolution retrieved 41 mails, that already were
received, so I now have a "few" duplicated mails.

Then I enabled it for my 2 other Yahoo accounts and at least received
one mail, that already should be deleted from the server, fortunately a
junk mail, so not an additional duplicated message.

Résumé:

Deleting mails from the server after 1 day didn't work (after a while)
when POP3 extensions were disabled. After enabling POP3 extensions all
mails that already were received, were received a second time.

Evolution 3.20.5 Fedora 24.

I use yahoo accounts as well and had the same issues - ie initially I
started getting socket issues (at that time I was running Fedora 22 -
and that was EOL, so wasn't receiving updates and hence Evolution
wasn't changing) and saw the thread here, so changed the Evolution
config to check the option to disable support for pop3 extensions. That
seemed to work, in as much as the socket issue disappeared, but then
the mail collection slowed down dramatically. It was so slow it just
seemed to hang.

Anyway, I upgraded my laptop to Fedora 24 - and Evolution 3.20.5, and
experienced the same issue with speed oh the Yahoo accounts. So I
thought I'd uncheck the 'disable Pop3 extensions' to see what then
happened with the later version of Evo - and it's all fine. So now with
Evolution 3.20.5 on Fedora 24, Yahoo accounts are back to working as
they were a few weeks back. Well for me they are anyway!

This mail was sent from Evolution and went through without an issue -
and in a 'normal' amount of time.

admin need to check the mail send from the wrong address. Consider to
reject such mails automatically, or to enable the option to cancel

I noticed that access to one of my three Yahoo accounts is slower,
when using Evolution. All are fast when using Claws-Mail. More precise,
this one Yahoo account is one of my two Rocketmail accounts, just the
third is a plain Yahoo account. All settings are equal for those
accounts, there's no explanation for the slower access to one of the
Rocketmail accounts. There's just one thing I didn't verify. Claws-Mail
keeps mails on the server and Evolution deletes mails after one day
from the server. Much unlikely, but possible, maybe one Rocketmail
account always stored fewer mails to be deleted after one day, than
the other account. I don't think so, but didn't count the mails. This
theoretically could explain a delay for one account.

I'll just note that Fedora 23 is EOLed, i.e. no longer supported by
Fedora. If you update your system you'll get a more recent version of
Evolution, which *might* help.

i have being  suffering the same issue 'Cannot get POP summary: Socket I/O timed
out' since a few days ago, with a domain hosted by godaddy
(and secureserver.net).

My evo has a couple of accounts which connect fine to a local smpt server (at
127.0.0.1) and a single account as above. 

To be able to retrieve mails from the latter one, it seems I need to follow your
advise 'Disable support for all POP3 extensions' >>for all<< my accounts. Does
it make sense? Downloads from godaddy are still slower than it used to be.

Hi,
you are right. I spent some time investigating it, only then realized
that you found a solution already.

From the background: the thing is that the server advertises a
PIPELINING capability (among others), thus the evolution(-data-server)
code writes LIST and immediately after that also UIDL commands, and
only then reads data from the server. The problem is that the server
returns response only for the first command, but not for the second. As
the evolution(-data-server) code is waiting for the response of the
second command and it's not coming, then it times out and fails.
With the extensions disabled the LIST command is invoked and the
response read and only then the UIDL is invoked and its response read,
which works as expected.

I do not think that the evolution(-data-server) code does anything
against [1].
