By what definition is a sheet empty?
Is there a cell that ALWAYS has a value, but if it is blank, then the sheet is

Is there a minimum number of rows in a sheet?
let's say: If Cell A1 is empty, then you want to move it to the end.
I would loop through the sheets, looking for the cell

How much of this do you need help with?
The Filesystem object is used to set up the folder/subfolder navigation.
the function calls themselves are not difficult.
Do you then need help copying rows of data?

Fair enough.
The loop to look through the folders isn't easy to get to from the recorder.
If you look at the Help text for the SubFolders property, you'll see an example
of how to process subfolders.
This set of macros starts in the folder C:\Temp
and looks for the file: Book1.xls.

Depends on the version. If you have 2010 or later you can use:
Iferror(the formula,)
For earlier versions you use
If(iserror(the formula),,the formula)
But both of these only work on the vl;ookup formulas. They will not work
in columns B, and H-L. For these you will need on row 7
