We can force the users to enable macros.
1. As 1st step code can be put up to enable macros else file would not open.
2. As 2nd step we can use macro to determine if the file has expired.
This way the desired functionality can be achieved.

all are in a single column for different people. I want to have names in
first column, Address in next column and std codes, phone numbers in next

How to do it using VBA?

Institutions to A column and percentages to column B in C2 the formula was
=RANK(B2,$B$2:$B$11,0) now drag the formula till C11 you get the desired
