$$Excel-Macros$$ Open using Installed Office Package via Web application

We are trying to build a Java web application to list the files in the
server.

Assume the MS-Office Package or Open Office Package or any office software
installed in MAC Or Windows or Linux machine in the customer or user's
machine.

When a user clicks the doc or docx file link which resides in the server.
The file should be opened via the user installed office package in his OS.

How to achieve this? Any plugin should be integrated in the web-application
to open the user installed office package?

Assume web-application deployed in USA and the user is clicking the link
via browser from another country
