Have you tried using Outlook Express with and IMAP4 connection to your
Exchange server. (Or any IMAP4/HTML compliant mail client)? I'm not sure
what that would prove, but more data is usually a good thing.
It is puzzling that IE can display HTML pages just fine, but Outlook can't.
