rights to the mailbox? Have they been given delegate rights by the mailbox
owner?

Information store? Can they read everyone's mail or only select users?

yes they can read everyones email, and they don't have user rights to

I'd beg to differ, if they are getting into everyone's mailbox, they DO HAVE
site service persmissions.Better check those permissions again.
