What Exchange rights do these users have? Do they by chance have user rights to the mailbox? Have they been given delegate rights by the mailbox owner? Do any of these users have Site Service account rights to the Private Information store? Can they read everyone's mail or only select users?

we are using exchange5.5., and they do not have service account rights and yes they can read everyones email, and they don't have user rights to other peoples mailbox. _ List posting FAQ:
