from External Addresses mail never gets there. Funny thing is that no
one ever receives an NDR either.

Have you tried tracking the message?
Have you turned up logging to verify that the message
is even making it to the Exchange server?
You aren't filtering based on address at the
perimeter, are you? Some companies do that.
