problem sending html mail

exchange 5.5 sp4, nt4 sp6a clients - windows xp, office xp - with latest service packs when my users are using plain text format to prepare the message, the attachments are delivered to the clinets. when they use html format, the e-mail is delivered but there is no attachment. any sugestions

e-mails are going to external users the internet mail service/internet mail tab: attachments(outbound) - mine, plain text and html are checked. uuencode is not checked. character sets for both are: western european(iso-8859-1) _

Exchange 5.5 SP4 The Internet Mail Service server is configured to send plain text only, when I send HTML mail from an Outlook, the IMS does not override the user choice, and sends the mail in HTML format. Is that by design? Any comments? Wei Yan
