I had a the same problem a while back and it was due to the fact that the guy who setup the AD user accounts made them "mail enabled" by entering an email address. Until you delete the email address, you do not get the option to move the mailbox and make them "mailbox enabled" users.

Therefore I pointed to the same container in the "connection agreement" also(CA properties--"from exchange"). The only available tasks are "Delete Email addresses" and "enable IM" in Exchange task wizard. Is it necessary to use ADMT ? What am I missing here? Any help would be really appreciated.
