The problem started immediately after the Exchange software was up and

Try the dsadiag.exe utility as well from www.exinternals.com

Also did you reboot SERVER1 after enabling it as a GC?  Exchange needs you
to do this.

First, what is the error?  Is it an 1172 error?

Have you run replmon.exe to see if what *it* thinks the GC is (or even if it
believes there is one).

It is my assumption that these servers are highly connected, with nothing
flukey between them.

I have 2 servers in a single domain (and in native mode) running Win2k
Server named SERVER1 and EXCHANGE. SERVER1 is a DC running AD, and EXCHANGE
is running AD and Exchange 2000.

EXCHANGE whines about not being able to find any Global Catalog servers (the
error in event viewer is: Process store.exe (PID=1816), DSAccess could not
find any Global Catalog servers in the enterprise.)

In Sites and Services on EXCHANGE, SERVER1 is shown as a DC with Global
Catalog enabled. If I enable the Global Catalog on EXCHANGE the problem does
go away, but why should I have to do that? Why can't EXCHANGE find the
Global Catalog on SERVER1?
