Natively, no.
There may be a 3rd party tool out there for this, but I cant think of any.

Ok, here is my 74 cents. Its more than two because I have done this.
In the Exchange SDK, there is a DLL that you can compile that, with a bit of
vb code (or vbscript), will allow you to create a rule on each mailbox.
Problem is the rule can only be manipulated in code. It does not show in
