Here's the process:

Internet messages are delivered to a Public Folder which has Subject
line-based rules to forward messages to various GAL Contacts. (The
Contacts
are Custom Recipients migrated from Ex 5.5.)

A couple of the rules are set to forward to various raw SMTP Internet
addresses as well.  I set the Auto Forward checkbox in the Internet Mail
Format area of Global
Settings for each address space and the rules fire just fine.

Unfortunately, the forwards don't go to the Contacts, appearing to
disappear
at the Categorizer, while the raw SMTP addresses receive the
distribution.
The Contacts are set to receive mail from Everyone so there's no
delivery
restriction in play that I know of.

I turned up logging for the MSExchangeTransport service, SMTP Protocol
and
Categorizer categories to Maximum. Looked at the logs and the last entry
with respect to these forwarded messages is one Event 1029 for each of
the
forward addresses, however, only the raw SMTP entry gets delivered - the
ones representing Contacts do not. There is no event in the Application
Log
correlating to this problem.

If I change the SMTP address on the Contacts and simply enter its old
raw
SMTP
address in the forward rule, the deliveries work just fine. Change the
Contacts and rule back, and it fails.

My choice of search criteria in Technet hasn't yielded anything
interesting.

What else can be looked at, or are Contacts not allowed in PF forward
rules?
