I guess it is not as bad as I thought. Over the weekend the VM Free 16MB blocks went up by itself to 12. Now it is down to 10. I am realizing now that when I wrote takes about a couple of weeks if not less to drop below 3 that it was not after a reboot, but rather after restarting all Exchange services.
