If you want distribution groups, you'll have to make mail-enabled contacts. If you want Outlook Contacts distribution lists, then you make those out of Outlook contacts. Those are your two choices. You would need objects in your ad to add to the group, so the answer would be yes, you need to create mail enabled contacts.
