Bad phrase of mine probably, but take a look at Q262054. If your logon account is the Administrator account or is a member of the Domain Admins or Enterprise Admins groups, then you are explicitly denied access to all mailboxes other than your own, even if you otherwise have full administrative rights over the Exchange system. Unlike Exchange Server 5.5, all Exchange 2000 administrative tasks can be performed without having to grant an administrator sufficient rights to read other people's mail. I was speculating that this might have a knock-on effect to PF rights. If I look at the administrative rights (advanced button) on a PF I see a list of special denys listed for domain admins and enterprise admins. ESM, it won't let me get to the permissions page in outlook because I'm not the owner. Its only effecting me as the exchange admin :-( if I apply permissions to other people via ESM then it's fine.
