According to RFC-977, the LIST command is supported by an NNTP server (i.e.
is not optional). All you need to do is use telnet to open a connection to
119 and issue list capturing to a text file. There's your active file.

point me to a location I can grab one?

I've switched providers for our Internet.  The previous provider allowed
desktops to pull messages.  This provider provides a news feed but according
to their last email, they do not provide an active file.

I get  illegal command

Secondly, I realized, using Win2k Telnet - I can't find the logging feature that was 
part of the WinNT4 Telnet.  Is it gone?

Inform your ISP that he is non-compliant with the RFC. He either enables the
command or provides an active file. How does he expect his customers to use
NNTP if they can't get a list of groups from his server?
